CDS was tasked with cost effectively converting a U.S. Navy Submarine training facility into a brain-based pre-school learning center with a capacity of over 100 children ages 2 through 7.

 

Schools have very specific space requirements, very specific safety requirements, and unique inspection requirements, especially when dealing with younger children (as they should).

 

Time constraints – the school’s existing lease was expiring. If the new facility occupancy permit was not obtained before the school year began, hundreds of thousands of dollars in grant funds for at risk children were in jeopardy.  Not only did the building have to be completely renovated, but new staff had to be recruited and trained.

 

The school opened on time, the Tuesday after Labor Day.  All grant funds were retained.

 

Construction cost savings were achieved through creative demolition and design – preserving much of the original space and valuable mechanical systems while still meeting the special requirements.  As with all other construction projects, there were supply chain issues and labor shortages.

 

The project was completed on time and below budget.

  • Cooperation among the design team, the construction team, and the owner.

  • City of Norfolk staff/inspectors understood the value that this school was bringing to the community and expedited the review and inspection processes.
